In 1998,
CLSF registered AKAP Foundation in order to institutionalize its welfare, relief and development efforts amongst the poor and needy in areas where its missions, outreaches, KE satellites and Kuriakos or cell groups minister.
"Akap", also colloquialism for the tagalog term "yakap" or embrace, is an abbrevation for "Alay-Kapwa, Alay-Pagpapala" which means "An offering to a neighbor (in need), an offering of blessing (to men and unto God). Many fully understood that this official registration was only a formal gesture, much like dressing up a doctor with a white uniform when the same doctor has been caring for the sick all along, all the while, in another dress.
Operating Strategies (as taught by Rev. Ed Silvoso, based on Luke 10:5-9):
* We Bless: speak peace (declare good things) to the people (v. 5)
* We Fellowship: listen to them, hear their problems, pray with them (v. 7)
* We Minister: address their felt needs in the name of the Lord - give, heal, feed (v. 9a)
* We Proclaim: preach the Gospel and the love of God through Jesus Christ (v. 9b)

It is a fact that children are the most vulnerable sector when a disaster strikes. They are the true victims as confirmed in the recorded lists of casualties.
